TO ALL PROPERTY OWNERS NOT CONNECTED TO THE MUNICIPAL SEWER SYSTEM

The Town of Dunham has mandated the company Sanivac for the emptying, transportation and disposal of sludge from septic tanks for all owners not connected to the sewer system.  Their mandate is to carry out the systematic emptying of septic tanks in 2021 and 2022, depending on your sector.

A notice from Sanivac has already been mailed to all homeowners whose tanks are scheduled to be emptied in 2021, according to the Town’s timetable. CLICK HERE to view this schedule.  Once the emptying is complete, affected homeowners will receive a supplemental tax bill from the Town in the amount of $208.88.

Please note that By-law No. 403-20 concerning the management of septic systems of isolated dwellings and the compensation to be applied was adopted at the October 6, 2020 meeting, following a notice of motion and draft by-law proposed on September 1, 2020.

It should be noted that the Environment Quality Act (EQA) has a By-law respecting wastewater disposal and treatment for isolated dwellings.  This regulation, adopted by the Government of Quebec, is under the authority of the municipalities who must ensure compliance with its provisions.  Indeed, the Municipal Powers Act provides that any local municipality may, at the expense of the owner of the building, maintain any wastewater treatment system of an isolated dwelling within the meaning of the Regulation respecting wastewater disposal systems for isolated dwellings (chapter Q-2, r. 22) or bring it into compliance with this regulation.

It is the Town’s responsibility to ensure that each detached residence performs the maintenance required by the provincial regulation which states, in part, in Section 13 that:

  • a septic tank that is used year round must be pumped out at least once every 2 years;
  • a septic tank that is used seasonally must be pumped out at least once every 4 years.

This is provided for in By-law No. 403-20, in keeping with the provincial regulation, to ensure that all citizens are in compliance with the provincial legislation, while the Town assumes the jurisdiction to ensure compliance.
